This is the theory that magma from the mantle rises to the surface at mid-ocean ridges and cools to form new seafloor (crust). Then more new magma slowly pushes older, cooled seafloor away from the ridge. This occurs at divergent boundaries. E.g. Mid-Atlantic Ridge including Iceland.
